A letter to UN about human rights breach in North-Khorasan region
Education in Kurdish – Kurmanji language is one of the cultural demands of the indigenous people in the region of North of Khorasan, but our legal demand is not attained in the schools of the region yet (Minister of Education, Mr. Ali-Asghar Fani, is direct responsible for this discrimination, injustice and human inequality), also there is no any plan about Kurdish – Kurmanji language in the universities of North of Khorasan neither to get student to begin study for academic degrees in this field and nor to train academic staff and teachers for Kurdish – Kurmanji language in the region.

Dr. Ahmed Shaheed The United Nations Special Rapporteur on the situation of human rightsin the Islamic Republic of Iran The shameful continuation of a systematic inequality and discrimination culture and genocide policy against the ethnic nationalities and languages in the region of North of Khorasan. On June 2015, the Kurdish – Kurmanji language course classroom was shut down. This class was in the Kish – Arya centre (which is a centre for foreign languages such as; English, Germany and Russian, etc.) in Bojnord (capital of North of Khorasan region, Iran) and licensed by the Office of the Islamic guidance to provide Kurdish language teaching and training services to the local native indigenous peoples. The Kurdish course entre have shut down for 5 months now and no one take responsibility and accountability for it. Those local Iranian who love their native cultures were teaching the Kurdish – Kurmanji language in beside of other foreign languages (Kurdish – Kurmanji language is about more than 75% of the people in the region of North of Khorasan) lost their job and are jobless now, and their language classroom were closed down with cruelty. This is a heartbreaking shame for the authorities in the region of North of Khorasan who are shutting down the local native kurmanji language education classroom. They do not accept and tolerate of opening a classroom for our indigenous native mother language even in beside of the foreign languages, in despite of the native mother languages of indigenous people in the region must be used in the state schools officially in accordance with the state constitution law. The perpetrators of this illegal and discriminatory ugly action must be held accountable by the independent competent authorities, and the circumstance of this unjust action to be uncovered and expressed for enlightenment of popular thoughts, region’s indigenous people and global democratic communities. Iran’s Minister of education as the perpetrator of this crime must be held responsible and accountable for this; unjust action and slaughtering mother languages and disrespecting Iranian mother tongues including the mother language of about 2 million Kurds in the region of North of Khorasan.State performance report about the demands of the ethnic nationality groups in the region of North of Khorasan; within the last two years from the Mr. Rouhani’s ten promises in his electoral statement about ethnic groups, almost none of them performed feasibly in the region of Northern of Khorasan. The participation of indigenous people and ethnic forces share in the managerial posts in the region, as well as teaching the mother tongue, is not placed in the running policy program of the region of North of Khorasan yet. Whether the ten promises of Rohani’s electoral statement about ethnic groups were only as ” using tool ” to collect the votes of the people and play with the Iranian people’s consciousness?Opening a Foundation of culture and arts, or an Academy for language and history and literature of Kurdish people in the region of North of Khorasanin, is not realized yet. In contrary to what the government promised, the principle of 15 and 19 of the state constitution not implemented in the region of North of Khorasan yet, and also the authorities in the region not taking any serious steps towards solving the problem of the mother tongue education and teaching in the region.In the electoral statement of Mr. Rouhani in 3rd June 2013 has emphasised on: “education and teaching of Iranian mother languages (Kurdish – Kurmanji in the region of Northern of Khorasan) in schools and universities along with the full implementation of the principle 15 of the state constitution are legal”. The principle 15 in Iranian constitution explain; the use of local and ethnic native languages in the press and mass media and teaching their literature in schools are free at the side of the Farsi language. Mr. Ali Younesi as the special assistant to Hassan Rouhani for ethnics and religious minorities, visited the region of North of Khorasan, and expressed “education of ethnic languages is in the agenda of the Government, and it is one of the practical application of Iran’s education ministry”. But solving the ethnic’s cultural and lingual problems in the region of North of Khorasan are neglected merely, and seems the demands of the people of North of Khorasan are overlooked and denied deliberately.Mr. Ali Asghar Fani, Minister of education says “he implements the principle 15 of the Constitution, and education of ethnic groups’ languages in schools are in his priority “, but based on a version the liar is the enemy of God, stepping on law and cheating people means disrespect to the Iranian people’s consciousness.Mr. Gholam Ali Haddad Adel, the President of the Academy of Persian language and literature is against the education in mother languages, and his unlawful move (law scape / anti-law move / law-phobia) is really a big shame (especially about article 15 and 21 of the state constitution law). But the question is; why a member of Kurdish or a Baloch people and or any other Iranian ethnic groups should not be the head of this Academy? Are we not Iranian? Why should a Fars (Persian language speaking) has right to make comments on my language (which is not Farsi)? and why they don’t let me to make comments on their Farsi language? Gholam Ali Haddad na-Adel (na-Adel means; unjust) has the right to make an opinion or decision only about his own mother language and not about my native mother language and or other Iranian ethnic groups languages who are not Fars/Pars. He set problems up to prevent the implementation of the articles 15 and 19 of the Constitution thus he is responsible about slaughtering of mother languages, unjust attitude and discrimination and human inequality, and the perpetrators must be held accountable for this severe law breaking inconvenience. Whereas politicians and executive bodies in India have successfully managed more than 20 official languages via state education ministry within a diverse India, and unjust politicians in Iran (such as Haddad na-Adel) should be ashamed of their injustice move in this regards. Iranian intellectuals and conscientious should not get silence against this policy of discrimination and ethnics languages and cultures genocide of this unjust and anti-cultural group, and must intend to fix this culture of discrimination, racism, injustice, inequality and anti-freedom of this corrupt and oppressive and unjust perpetrators. If they don’t implement the wise and legal solution in this regard there would be a dark future for the ruthless usurper ruling Islamic regime of Iran. In the region of North of Khorasan, Kurdish – Kurmanji language is the infrastructure of our native identity and culture as well. The related authorities should not disrespect our native mother language.Mr. Ali Younesi at the 9th International Conference on ” promoting the Farsi language, the preserver of national identity “, which was held at Payame-Noor University of Bojnord, with an emphasis on the necessity of protection and preservation of Farsi language and literature said; Farsi language during the last centuries has always been the keeper of Iranian national identity and culture. However, one may ask him that in India which have more than 20 official languages, have they not kept their Indian national identity and culture? In addition, what indication does this kind of unscientific speak address in the region of North of Khorasan, and what political purposes are followed with the inappropriate interference in the ethnic languages and cultural areas? Though he said at the end; of local ethnic identities and languages in the country do not have any conflict with the Iran’s national identity, and strengthen the local ethnic languages have no conflict with the support and protection of the Farsi language.Why President Rohani does not fulfil his ten articles electoral statement in the region of North of Khorasan? This issue is causing discontent and criticism of the President in the region of North of Khorasan. All regional official directors, chairpersons and managers should be from the region, for instance; the managerial, the governor, mayors, sheriffs, directors of regional education office, and chairman of the regional radio and television, and head of all other offices in the region of north of Khorasan must be from local and indigenous decent forces to maintain and promote their ethnic identity and mother tongue language (especially Kurdish – Kurmanji language which is about more than 75% of the indigenous people of the region of North of Khorasan). All local and regional offices’ meeting, conferences and or any gathering and round table meeting must be in local native mother languages, especially Kurdish – Kurmanji.However, there is no even a minister or deputy minister and or an ambassador (with preservation of his/her ethnic identity and language) from among regional ethnic nationalities and in particular from the Kurdish Kurmanj of North of Khorasan. The Governors of ethnic nationality regions as well as the Governor of the region of North of Khorasan are appoints by Tehran from among non-native and non-local forces. With regard to the performance of the government, a big part of elites of ethnic groups have reached to the conclusion that the regional people’s demands and needs are used as a tool to collect votes.Although in the general population census in Iran, the percentage rate of ethnic nationality groups in different parts of Iran, including the region of North of Khorasan, are not specified deliberately, however the approximate percentage of ethnic groups in the region of North of Khorasan estimated as; The Kurmanji Kurd are about %75, Fars (which also sometimes called Tat in the region) are about %13.5, Kharazmi Turk are about %11, and Turkmen about %0.2, and about %0.3 as the countryman immigrants from other parts of Iran. According to this population figures, the time allocation with TV programs in local languages must be in proportion to the percentage of the ethnic population and their languages in the region with a fair and democratic distribution, for instance if the TV programs with Kurdish – Kurmanji language be 5 hours, then for Kharazmi Turkish language would be 1 hour, and for Turkmen language would be 20 minutes. And the Kurdish – Kurmanji TV unit in the region must broadcast all its programs in Kurmanji language, these programs include: programs for kid and children, program for women, program for social health and welfare, program for agriculture horticulture animal-husbandry rural and nomadic livestock pastoralist and traditional industrial manufacturers and labors, program for news and historical artistic and cultural affairs, program for local crafts (craft union) and local dress and so on, and all above mentioned to be covered in Kurdish Kurmanji language in the region.There is no Kurdish – Kurmanji study centre at any of the local universities in the region of North of Khorasan to get students for Kurdish – Kurmanji language and literature academic degrees. There is no any university or institute in the region to train academic staff and teachers for Kurdish – Kurmanji language to develop, encourage and promote our Kurmanji language. There should be a plan with state budget allocation to establish a Kurdish – Kurmanji academic centre in a local university in the region to present the student’s curriculum modules and textbooks, permit students enrolment to begin study for Kurdish – Kurmanji academic degrees. We, the Kurd of North of Khorasan, want the education and teaching of our mother language in local state’s schools to be recognized and implement practically, which is based on the article 15 of the constitution of Iran. This is our basic legal rights which so far has been usurped from us.In accordance with the article 15 and 19 of the constitution to see equality of citizens; teaching native mother language in complete as a curriculum module unit in beside of Farsi language is permitted, which include: daycare and preschools, primary schools, high schools and in the universities, and the government is obliged to provide teachers and books and all the necessary facilities for this work. And this can be a practical step forward in respecting the rights of the Iranian people and the employment boom in line with the social welfare of the people which would create a spirit of joy and vitality in the society. Our demands in the region of North of Khorasan in recognition of our mother tongue education is legal, and the lack of performance of the government towards this important matter violate the rules of the system of the Islamic Republic of Iran, and this crime has been imposed on us constantly until today. Iran is a multi-lingual and multi-national country, and based on this fact we the Kurdish – kurmanji people must have the written and visual media in our language in the region that has taken away from us so far, well this is cruelty, oppression and cultural binary injustice, human inequality, double unjust against our mother language, which under the rule of Islamic regime of Iran imposed on us unfairly.We, the Kurd in the region of North of Khorasan, want to enhance the dignity and strengthen of our native mother language both in the local educational institutes and local radio & TVs and in the society. We don’t want within our own country to see our native mother language and culture have been isolated, weak and eliminated, our native mother language is our identity and is an important part of our cultural heritage. By respecting our Kurdish language and culture means in fact respecting the unity in diversity that is deserved to a multi-lingual multi-cultural and diverse country such as Iran. The ethnic nationalities’ political party and organisations are completely forbidden in Iran, and there is no any free and legal political party that truly risen through Iranian people and indigenous native people in different regions of Iran, and the state political party just follow their own interest which are against people’s demands, Thus the rights of Iranian people in general and the ethnic nationality groups in particular are completely overlooked and downtrodden, the rights of ethnic Kurd in the region of North of Khorasan are also overlooked and downtrodden severely.In general, the demands of indigenous people and ethnic nationality groups in the region of North of Khorasan from the government of Iran include:  1 – Education and teaching in Kurdish – Kurmanji language is one of the cultural demands of the indigenous people in the region of North of Khorasan from the state administration of  President Rohani (so called government of devise and hope), and it was one of his promises to the Iranian ethnic nationality groups, which is completely legal based on article 15 and 19 of Iran’s constitution law and the international conventions which has signed by state of Iran, but our legal demand is not attained in the schools of North of Khorasan region yet (Minister of Education, Mr. Ali-Asghar Fani, is direct responsible for this discrimination, injustice and human inequality), there is no any plan about Kurdish – Kurmanji language in the universities of North of Khorasan neither to get student to begin study for academic degrees in this field and nor to train academic staff and teachers for Kurdish – Kurmanji language in the region. The faculty members of universities in North of Khorasan are mostly exotic and not from native regional people, which is feasibly formed and organized deliberately, to distort and destroy the indigenous ethnic nationality identities in this region, most of the people in the region are unhappy and worried too much in this regards. This situation and mentality must be changed and education in native mother language to be started in the region as soon as possible.2 – There is no news agency and news broadcasting services and media production in our Kurdish – Kumanji language in the region which is another cultural demands of indigenous peoples in the region of North of Khorasan, and it is denied and refrained deliberately. The Kurdish – Kurmanji division of Islamic Republic News Agency at local radio and TVs in the region of North of Khorasan has not been set up yet. And in this regard firstly head of Radio and TV centre in Bojnord (capital of North of Khorasan) must be accountable to the people of the region, and secondly the authority and staff of the Radio and TV in the region must be an indigenous native Kurd from the region which could understand the pain of disrespecting of native cultural and language of indigenous people (non-native imported officials may not bother about indigenous people but only keeping his position even with fawn, and or to upgrade his/her position even with flattery, and or to increase his/her income salary even with lying and deception. A non-native appointed authority is not accountable to the indigenous people and the problems of indigenous people in the region, but as an appointee servile accountable to the master). Indigenous native people of North of Khorasan want this tangle situation and foul mentality be changed, Radio and TV in the region must be in language of indigenous people of this region and its authority also must be from the native people of this region. And all programs in the regional TV to be played in our mother tongue Kurdish – Kurmanji language on daily bases. The Kurmanj candidates in the region are disqualified deliberately by guardian council approbation supervision, which is neither democratic nor align with human rights and ethnic nationality people and minority’s rights. In the context of holding parliamentary elections the kurmanj candidates should be able to formally express their Kurdish identity clearly, and also for their electoral advertise to be able to speak and distribute bulletins in Kurdish – Kurmanji language, and by that to give his/her identity formally recognized with an honor, and also in the realm of electoral competitions to encourage people to maintain their identity and to be proud of it. All advertise posters and bulletin contexts to be written in Kurdish – Kurmanji language. Local press and newspapers to be in indigenous people’s mother language. Electoral statements promises to be based on absorption of more facilities on offers such as: to base the education in native mother language in the region, to recognize and fulfil their native mother language in state schools practically, and also to establish an academy of Kurdish – Kurmanji language and literature in the region of North of Khorasan and so on, which all make their preelection ads ceremonies full of excitement along with exhilaration of indigenous folks. And by this to feel being among native people and delivering services to the native people, so by that they could get broad popular backing and participation of the society, and a sound election also depends on candidates to maintain their native identity and personal character truly and properly. Healthy political races could be based on: an attempt to bring Radio and TV and local broadcasting in Kurdish – Kurmanji language, to establish the field of Kurdish – Kurmanji language and literature in the universities in the region of North of Khorasan, and place about 50 to 100 indigenous native students in this study field, which all could also create a healthy and positive move in the exhilaration of political polling of the candidates, otherwise the implementation of article 15 and 19 of the constitution would virtually be in shut down mode. The people of the region of North of Khorasan want that all about mentioned facts and reality to be implemented properly in the region.4 –  There is no Kurdish – Kurmanji ambassador, member of parliament, member of cabinet (along with preservation of his/her Kurdish identity and practical respect to his/he Kurdish – Kurmanji language) in the state administration (so called government of devise and hope), obviously there may be some but they do not reveal their Kurdish ethnic identity and also they even do not talk or make speech in their native mother language, and also in official ceremonies in the region as well they do not speak in their native mother language (in other words, our indigenous native mother language is under disrespect, and by brain-washing people with unhealthy wealth and power, want to damage our mother language and put our language in a situation of hate and digest and weakness and elimination and cultural genocide/ genocide of Kurdish people via genocide of Kurdish language). The general managers and state officers in the region of North of Khorasan must be from the indigenous native people, and all official meeting across the region must be in local native language such as Kurdish – Kurmanji as the main language in the region, the language of more than %75 of local population. The people of the region of North of Khorasan want that all about mentioned facts and reality to be implemented properly in the region.5 – There is an organised and deliberate narcotic materials distribution and utilization in the region of North of Khorasan by the state agents which is really very sad, and unfortunately those who get the most damages from are: women and children. A huge amount of narcotics materials are transported from Afghanistan to the region of North of Khorasan deliberately. These drugs are used among children, women and the senior members of the family at home, and also the drugs smoke vapours effects on all others at home. In this way all children from the early ages are addicted to these narcotic materials. In some places in the region, all the villagers are addicted and their living style are very bad and horrible with no healthcare benefits. Unfortunately, in the most places, the children are used as the narcotic materials carriers. The parents of the children believe that no one control the children, therefore they use their children to carry the narcotic drugs to the drug users and drugs dealers and markets. Also there are lots of women who are using the narcotic materials. We want this situation be stop in suitable ways, no entrance of any kind of narcotic drugs to our region. We want that human dignity, human rights especially women and children rights, and social justice to be respected in our region of North of Khorasan.6 – Ali Khameneyi with a huge propaganda and publicize of a delusion of soft war and cultural invasion of the west against Iran, which is because of the fact that he is not able to fulfil the demands of Iranian people and denying their righteous demands, and he takes this deception as an excuse to mislead people, therefore the state agents via this excuse with a security vision setting horrendous suppress up against innocent people only to make then silence and not to ask for their righteous demands such as; living necessaries, indigenous native cultural demands, mother language education, jobless/unemployment, excessive poverty, extend corruption in supreme leader’s vast machinery unit and in the society. In the region of North of Khorasan also this false delusion of soft war and cultural invasion of the west are used as an excuse to oppress people and deny people’s demands such as; living necessaries, native cultural and lingual rights which is really a big shame. People of North of Khorasan want that state agent not to take any deceive intervene against them, and respect to their righteous demands instead.At the end to say that; Iran’s Islamic regime ideological theocratic rulers use  “The Qods forces ” to do terror and fearfulness in abroad (in the region and or across the globe), whereas they use ”  The Basij forces  ” to do terror and fearfulness inside Iran against Iranian innocent people, and Iran has become a big prison and all Iranian people are behaved as hostages and slaves. Freedom of independent and public political party and organisations (especially political party and organisations of ethnic nationalities) are strictly forbidden, state dependent political parties also follow the interest of the non-democratic rulers and do not care about Iranian people’s poverty living situation, jobless/ unemployment, ethical disintegration, social welfare and security, wellbeing and prosperity in the country. Although the indigenous honourable people in the region of North of Khorasan trying hard to rectify their own problems through suitable ways, whereas because of the state involved  transparent human unjust and variety of pressures, in fact people needs more cooperation and synergism. The authorities in the region should respect the righteous demands of the indigenous people, living situation and trade union, and their native language, culture and identity in the region of North of Khorasan.We hope that our demands to be fulfilled.
